RMLV stands for Responsible Management of Licensed Venues. It is Queensland's approved training for people who have responsibility for managing licensed premises and complying with Queensland liquor laws. The Office of Liquor and Gaming Regulation (OLGR) requires individual liquor licensees, approved managers and some permit holders to hold a current RMLV certificate. RMLV goes beyond the basic Responsible Service of Alcohol (RSA) qualification. It is designed to give people responsible for managing licensed premises the knowledge and tools needed to operate a venue responsibly, understand their legal obligations and maintain a safe and compliant environment.
OLGR's current RMLV resources include liquor legislation and licence obligations, responsible venue management, harm minimisation and safety issues including women's safety and drink-spiking prevention. RMLV training must be delivered by an RMLV trainer approved by OLGR. The course has a minimum duration of 10 hours and may be delivered face-to-face over two days or by videoconference, subject to OLGR's delivery requirements.
Once successfully completed, the RMLV certificate remains current for three years. An important additional benefit is that a person holding a current RMLV certificate does not also need to complete separate RSA training in Queensland because the RMLV training satisfies that requirement. For people working in security around hotels, nightclubs and other licensed premises, understanding RMLV can also be valuable because approved managers, venue staff and licensed crowd controllers must work together to maintain a safe and legally compliant venue.
