No. Successfully completing the CPP20218 Certificate II in Security Operations satisfies the approved training requirement for the relevant Queensland Class 1 security licence functions, but it does not guarantee that the Queensland Office of Fair Trading (OFT) will issue you a licence. OFT makes the licensing decision and must also be satisfied that you meet the other requirements of the Security Providers Act 1993, including that you are an appropriate person to hold a security licence.

Your criminal history, recorded convictions, relevant unrecorded findings of guilt, honesty and integrity, public safety considerations and other suitability matters may be considered. A recorded conviction for a disqualifying offence within the previous 10 years will prevent you from satisfying the appropriate-person requirement. Importantly, having some previous criminal history does not automatically mean your application will be refused. OFT's own application material specifically states that disclosure of previous convictions does not automatically disqualify an applicant.
