Do CCTV operators need a security licence in Queensland?

Generally, yes, where the person is performing CCTV monitoring as a security function for payment or reward. In Queensland, security officer (monitoring) is a regulated Class 1 security provider function, and the CPP20218 Certificate II in Security Operations provides the training pathway for this licence category. However, there are important exemptions, so the actual duties and workplace need to be considered rather than simply looking at the job title “CCTV operator”. Section 4 of the Security Providers Act 1993 excludes a number of people and activities from the operation of the Act. For example, certain people performing duties under other legislation may not require a security provider licence.

This includes particular employees performing duties under the Casino Control Act 1982. The Act also contains other exemptions covering particular occupations and circumstances. In practical terms, someone employed specifically to monitor CCTV and security systems may require the security officer (monitoring) function, while another person viewing CCTV as an incidental part of a job covered by a statutory exemption may not. This is why you should never assume that everyone sitting in front of CCTV screens requires the same licence. Ask two questions: what security function is the person actually performing, and does an exemption under the Security Providers Act apply?
